Runes
Continuing our efforts from Patch 3.02 to standardize cooldown reduction, we've slightly buffed Cooldown Reduction runes to provide less awkward stat amounts. For example, nine Tier-3 Scaling Glyphs of Cooldown Reduction previously provided 8.62% cooldown reduction at level 18, but will now provide an even 10%.
Cooldown Reduction and Cooldown Reduction per Level runes have been increased at all Tiers (varying from 2-35% increase)


Spectator Mode
Fixed a bug that would cause the spectator client to crash when using chat commands (ex: /joke, /taunt)


Restricted Chat Mode
In an effort to encourage active reform and shield players from toxicity, we’ve implemented a new account restriction that limits in-game chat for toxic players.
Certain players (identified by Tribunal and by Player Support) will have a limited number of in-game messages available and limited access to [All] Chat.
Restricted players that successfully complete matchmade games will earn their chat privileges back.

No entiendo mucho del tema del Pay to RP pero creo que el sistema de regalo no incluye cantidades de RP... Solo incluyen skins y personajes.

Mira, si te faltan 10 rp 12 rp 20 rp para comprar una skin, RIOT te los regala, ¿cómo? mándales un ticket de support diciéndoles que por favor te añadan 10 RP a tu cuenta y te lo harán.
El support está ahí para todo, para que te regalen RPS, para estafar, para cambiar de servidor gratis, para que una cuenta perma ban te la desbaneen, y sin bromas.

Mándale un ticket a RIOT.

Típico de varios de aquí:

Señores... Si son tan tontos las partidas de troleos en ranked = Permaban.
Además que un support tenga 16 kills, vaya AD y tenga casi full build y troleando el rol del campeón.

Yo también he trolleado con Lulu cuando estaba en la semana de rotación...

Eramos 2 AD Carry y siempre con Lulu dominando, todavía me acuerdo del Graves enemigo llorando por chat QQ.

PD: Termine como 27/3 o algo así.
